The recent security political developments place the work of the Swedish Civil Contingencies Agency in a historically important context. The development of Sweden's civil defense and crisis preparedness is advancing at a rapid pace with the Agency as the cohesive hub. The Department for Operational Planning and Management plays a crucial role in this development, and the department's work is strongly characterized by further developing methods to meet the demands posed by the evolving world.
To make appropriate decisions during crises and ultimately in war, it is central to have an updated situational picture and assessments of how various risks and vulnerabilities affect society. Decision-makers need qualitative and relevant analyses as a basis for directing and coordinating Sweden's civil preparedness system – analyses that the Unit for Situation Awareness and Intelligence is tasked with delivering.
Your Responsibilities and Tasks
As an analyst in the Unit for Situation Awareness and Intelligence, you are a generalist. You are responsible for monitoring developments within one or more areas of interest, but you must also be able to shift focus at short notice. Therefore, you need to quickly and systematically be able to tackle new areas of analysis while being able to work focused on monitoring a specific event development or theme for a period. The unit is part of the agency's ongoing operational activities, and as an analyst, you are expected to contribute to this with analyses and assessments as needed.
You will work in a team where you collaborate and can take on different roles depending on the situation and event. This means that you will be able to function both as a cohesive force and as a contributor to various tasks within the group.
In your employment, you will also have the opportunity to contribute to the ongoing change work at the agency and within the department. Therefore, it is important that you enjoy working in an environment where work methods and products are continuously developed. Preparedness duty is included in the employment.
Your Skills and Competencies
We are looking for someone who has:
- Relevant academic degree or other education that the employer assesses as equivalent.
- Experience in analytical work.
- Experience and ability to structure complex problems and make them understandable to others.
- Experience in working focused under tight time constraints.
- Knowledge of total defense and Swedish crisis preparedness.
- Excellent skills in expressing yourself in speech and writing in both Swedish and English.
It is an advantage if you have:
- Training in intelligence methodology.
- Experience in leading projects or workgroups.
- Worked with digital tools for collection, processing, and analysis.
- Experience in method or process development.
- Experience in working with situational pictures within civil defense or crisis preparedness.
- A broad network within Swedish preparedness.
- Knowledge of NATO's civil preparedness work.

About the Employment
We offer you a fixed-term employment until February 2027, with the possibility of extension.
Your place of employment will be Stockholm, and travel may occur as part of the job.
The majority of our positions involve placement in a security class. Usually, Swedish citizenship is required. When placed in a security class, a security review with a background check will be conducted before employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to war duties.
About Us
The unit's task is to conduct analyses during heightened risks and in the event of imminent or occurred incidents. The analyses should support the operational decision-making of several target groups. The task includes continuously maintaining knowledge of the current stress and capability of the civil preparedness system and analyzing and assessing the national consequences and spillover effects that societal disturbances may entail. Furthermore, the unit is responsible for producing national consolidated situational pictures and assisting in the development of the civil preparedness system. The unit is responsible for maintaining and developing the C2 function in the agency's operational management system and providing functional leaders.
